1 Overview

1.1 Project Origin

Ningbo Bosite Polymer Material Technology Co., Ltd. was registered and established on February 23, 2017, specializing in the manufacturing of thermoplastic elastomers. It was originally located at No. 259 Danyang Road, Danxi Street, Xiangshan County. In March 2017, the enterprise entrusted Zhejiang Renxin Environmental Science Institute Co., Ltd. to prepare the "Environmental Impact Report Form for Ningbo Bosite Polymer Material Technology Co., Ltd. Plastic Product Production Project" and obtained approval from the Xiangshan County Environmental Protection Bureau, The approval number is Zhexiang Huanxu [2017] No. 020. Due to the development needs of the enterprise, it is now relocated to the west side of Haifa Road in Binhai Industrial Park, Xiangshan County. The original factory area has ceased production, and the equipment has been relocated. After the relocation, its equipment, annual output, and process flow will not change.

According to the General Guidelines for Environmental Impact Assessment of Construction Projects (HJ2.1-2016), in the environmental impact assessment work procedure, public participation and the preparation of environmental impact assessment documents are separated. The main responsibility for public participation is the construction unit, which is responsible for implementing public participation and the preparation of public participation reports, The environmental impact assessment report and public participation report of the construction project shall be jointly submitted by the construction unit to the environmental supervision unit. On April 16, 2018, the ministerial meeting of the Ministry of Ecology and Environment reviewed and approved the "Measures for Public Participation in Environmental Impact Assessment", which was announced on July 16, 2018 and implemented from January 1, 2019. The new environmental impact assessment public participation method has new regulations for public participation. On October 12, 2018, the Ministry of Ecology and Environment released two supporting documents, the "Public Opinion Form for Environmental Impact Assessment of Construction Projects" and the "Format Requirements for Public Participation Explanation of Environmental Impact Assessment of Construction Projects", which were implemented together with the Measures.

To this end, our unit conducted relevant public participation work during the commissioning of environmental impact assessment work in accordance with relevant regulations, and prepared a public participation statement for environmental impact assessment of this project in accordance with the Ministry of Ecology and Environment's "Measures for Public Participation in Environmental Impact Assessment", "Public Opinion Form for Environmental Impact Assessment of Construction Projects", and "Format Requirements for Public Participation Statement for Environmental Impact Assessment of Construction Projects", To understand the level of public understanding, support, and attention to the project in the project location, safeguard the vital interests of the public, and provide reference for scientific decision-making by management departments.

1.2 Overview

This project is located on the west side of Haifa Road in Binhai Industrial Park, Xiangshan County, covering an area of approximately 9788.2 square meters. The east side of the project is Haifa Road, and across the road is Ningbo Junyin Enterprise; To the south is Xiangshan Tianshuo Technology Electronics Co., Ltd; To the west is Ningbo Shengqian Food Machinery Co., Ltd; To the north is Jinyang Road, with its geographical location shown in Figure 1.2-1. The nearest sensitive point of the project is Jinjingtou Village, which is about 870 meters away from the factory boundary on the northwest side. The total investment of this project is about 20 million yuan. After the project is completed, it mainly produces thermoplastic elastomers (TPE, TPR, TPV), with an annual output of 6000 tons and an annual output value of 10 million yuan.

Ningbo Bosite Polymer Materials Technology Co., Ltd. officially commissioned Zhejiang Renxin Environmental Science and Technology Institute Co., Ltd. to carry out environmental impact assessment work in April 2019.
